Project High Frequency Active Auroral Research Program , abbreviated HAARP is a U.S. program that is both scientific and military research on the ionosphere . Its activities depend on the Kirtland Air Force Base AFB and are funded jointly by the Air Force and marine of United States, its scientific activities are managed by the University of Alaska .
Based on the scientific discoveries of Nikola Tesla [ref. necessary] , facilities including the use of HAARP technology IRI ( ionospheric research instrument ) and radio techniques to locally modify the ionosphere by excitation waves through high frequency (HF), and thus to study modifications on communications long distances.
