III Comparison with the city of Brest


The city of Brest has seen a pattern almost identical to that of Tarbes following a restructuring of military facilities (16 hectares located in downtown buildings and military sites) belonging to the Ministry of Defence. We therefore wanted to compare the two projects and their costs.


A- Brest: a much lower acquisition cost: 19 euros / m2 against 14.6 to Brest!

In Brest, the site of 15.3 hectares was purchased by the Urban Community Brest Metropole Oceane (BMO) for an amount of 2.2 million euros is EUR 06.14 m2. This price includes the cleanup of the site by the State , allowing a clean change of nature in some areas of the site chosen by BMO.
The proposed development site was entered in the Project Agreement State-Region and was able to take advantage of many financing : Europe, State, Regional Council of Britain, the General Council Finistere Brest Metropole Oceane and.

At Tarbes, the city bought 20 acres a cost of 3.8 million euros is 19 euros per m2 , which it is appropriate to add 400 000 euros of interest for delayed payment. This amount was exclusive not clean up the site for a change in the nature of use . The state has undertaken to pay for the remediation of industrial use, contrary to the agreement concluded in Brest. There was no external funding for site development.


B- Brest: transparent management of the cleanup

C-Brest: a method and coherent choices
