A- a commitment to participation of all communities
On June 31, 2006, the establishment of Tarbes GIAT closed its doors. Further dramatic consequences on the social and economical, this closure leaves behind a 32-hectare brownfield site at the heart of the city of Tarbes.
Recognizing the major challenge of the future site for the city and its suburbs, all the local authorities wanted to take part in this.
A meeting in the presence of all parties has been held in the Prefecture in September 2006 to initiate a discussion on the purchase and conversion of the site. During this meeting, the Regional Council, represented by Pierre Forgues, the General Council by Francis Fortassin and the Urban Community by Jean Glavany have expressed to the Mayor Tarbes, Gerard Trémège their agreement to participate in the purchase of site under certain conditions (FC testimonials field below).
an era condition: Do not be passive but financial backers associated partners within their respective jurisdictions
2 nd condition: not to participate in the cleanup of the site whereas it was the state to finance this operation must if a change in the nature of use was intended
3 rd condition: the establishment of a comprehensive, coherent, transparent and democratic to develop a project which alone could determine which of the skills of communities would be involved (basically the three communities said the same impulse: "Tell us what you do and you tell how we can help you. "which is logical and consistent: we have never seen a public commitment to support a project ... she does not know!)
The minutes of that meeting stated that the then Secretary General Prefecture cause a further meeting with all stakeholders to clarify the conditions under which they might take.

"He asked us if our three communities were likely to intervene financially to the site of Giat. I remember that without us together, we said exactly the same thing: no objection in principle, it was simply to set goals because we did not aim each other and to intervene on all issues. I also remember that the meeting ended on a positive note as we had planned to meet again to discuss the legal form that might take this possible intervention. What is true is also a major and important site for the city and the Department could not leave us indifferent, but the interest of the town of Tarbes to act alone I may have missed ... "

B-a Mayor who wants to act alone
Trémège But Gerard, Mayor of Tarbes against all odds, took the decision to purchase the site without assistance from other communities. He then explains that the city was forced to buy only because the Regional Council, the General Council and the Grand Tarbes had refused to participate. This is totally false as evidenced by the minutes of the meeting held at the prefecture. Appears a second version of the same minutes in which the paragraph stating that a further meeting should be convened to establish conditions of community involvement exists. The new forged minutes and allowed to Gerard Trémège to justify his choice to buy one.
C-the consequences of that decision
This purely arbitrary decision by the Mayor of Tarbes has serious consequences for Tarbes Tarbes and because this operation costs four times more expensive in the city and therefore its people. The town of Tarbes was thus deprived of substantial funding. How to explain when such a decision?
If the Mayor decided to buy one , simply because he wanted to decide alone of the site's future and thus have "exclusive political" Even if this were to be at the expense of his constituents. There was no way for him to involve other communities in this project.
